TOP Industrial Environmental Audits are performed by Smalley & Associates for companies who are unsure of whether they are in compliance with the many regulations that apply to them.  A review of operations and permitting procedures is conducted to determine if any deficiencies exist.  If necessary, the company is assisted in addressing these deficiencies.

 

TOP Community Right to Know is a program designed to provide citizens knowledge of hazardous materials in use by various companies operating around them.  This is performed through periodic reporting of the hazardous materials present, as well as the quantities that are used in a given amount of time.  Smalley & Associates is experienced in assisting companies with the development of these reports.

 

TOP Resource Conservation and Recovery Act (RCRA) regulates the generation, disposal and transport of hazardous wastes.  Certain procedures must be followed in handling of these wastes, including permitting and record keeping responsibilities.  Smalley & Associates is able to assist in the development of such programs.

 

TOP Comprehensive Environmental Response Compensation and Liability Act (CERCLA) is the program developed to address federally regulated sites which are contaminated.  This involves review of assessments and monitoring performed by, or on the behalf of, the persons or entities responsible for the contamination.  The program is also capable of enforcing action, whether officially or unofficially.  Smalley & Associates is equipped to provide assessments and monitoring of contaminated sites, as well as act as a liaison between the responsible parties and various regulatory agencies which are involved.

 

TOP Superfund Amendments and Reauthorization Act of 1986 (SARA) reinstated the well known Superfund program upon its expiration.  This program is a part of CERCLA and provides funding for contaminated sites in which Potentially Responsible Parties cannot be determined, or cannot be forced to pay for assessment and cleanup of a site.

 

TOP Clean Air Act was developed to control air pollution, such as that which forms smog over cities and creates acid rain.  Permitting and compliance monitoring is required of entities which discharge potentially harmful emissions.  Permits state what discharges may occur and in what quantities.  Smalley & Associates is experienced in the permitting and reporting procedures necessary under the Act.

 

TOP Clean Water Act is similar to the Clean Air Act, except that it regulates discharges to water.  Smalley & Associates is also experienced in the permitting and reporting procedures necessary under this Act.

 

TOP Title V

 

TOP Federal Site Assessments are required whenever government funding is involved on a project, such as a new road or low income housing development.  They are also required for cellular phone towers.  These assessments address more issues than the common ASTM Phase 1 Environmental Site Assessment encountered in real estate transactions.  Examples of other issues include historical significance, endangered species, wetlands and flood plains.  Different governmental agencies have slightly different specific requirements for the Federal Site Assessments.  Smalley & Associates is experienced in the preparation of these assessments. 

 

TOP Asbestos Hazard and Emergency Response Act (AHERA) of 1981 was developed in response to the panic in over asbestos in schools and other public buildings.  It has since become the standard for most asbestos work and regulations.  Smalley & Associates is certified in the State of Ohio to perform asbestos inspections and prepare management plans for buildings containing asbestos.

 

TOP Underground Storage Tanks are closely regulated.  Smalley & Associates is certified to perform installations and removals of underground storage tanks in the State of Ohio.  We are also experienced in the assessment of leaking underground storage tanks and remediation of these tanks.
