The most basic service provided by
Smalley & Associates is a Phase I Environmental Site Assessment.
During this assessment, we conduct the following standard procedures,
according to ASTM E1527-97 requirements, client requirements and/or
the Ohio Voluntary Action
Program, dependent upon the needs of the client. The purpose
of the Phase 1 Environmental Site Assessment is to determine if there
is any potential for hazardous substances or petroleum to be present
on the property. This process includes:
If the Phase 1 Environmental Site Assessment reveals that a potential for contamination is present, Smalley & Associates, Inc is fully equipped and prepared to efficiently conduct a Phase II Environmental Site Assessment. In this stage, areas of concern uncovered in the Phase I Environmental Site Assessment are addressed to determine if a threat to human health or the environment is present. A typical Phase II Environmental Site Assessment will involve:
If a Phase
II determines that contamination is present, Smalley &
Associates will determine its extent and conduct a risk-based analysis,
including contaminant transport modeling, to determine if site conditions
are protective of human health and the environment. If site
conditions are not deemed protective, Smalley & Associates will
provide the client with several options. These options may include:
Smalley & Associates regularly works with property owners and prospective buyers to not only ensure that human health and the environment are protected, but to also reduce the environmental liabilities associated with owning property. In Ohio, this is performed through Ohio EPA's Voluntary Action Program, in which the participant voluntarily addresses contamination issues on a property in return for a "Covenant Not to Sue" from the Ohio EPA.
